Miriam Bentwich reconstructs the liberal concept of freedom in order to suggest a theoretical framework within which two broad disputes in liberal discourse and praxis are explored: wealth redistribution and multiculturalism. This isgrounded on a re-formulation of the essence of liberal freedom based on the political philosophy of two prominent earlier liberal philosophers who are alsoconsidered as the founders of two main contrasting liberal branches: John Locke, the initiator of classical liberalism, and John Stuart Mill, the founder of modern liberalism. This reformulation results in a proposed theoretical model about the two undetachable spheres of liberty, consisting of external-political and internal-conscious spheres. Using this model, Bentwich illuminates theempowering nature of liberal freedom and demonstrates how such a comprehension of liberty assists in casting it not as the source of the disputed issues, but rather as a potential anchor for resolving them.
